noun:
a pro forma or formal mechanism to track carbon negative and
positive (fossil fuel) impacts over time against a predetermined limit of the total, or upper limit,
amount of carbon emissions for an entity; a carbon emissions budget may
include 'compensating actions' such as carbon offsets. The
term carbon budget can also refer to the balance of gains or losses of
carbon in a system (i.e., whether the Earth's carbon sinks rate of
absorption are outpacing the rate of emissions from carbon sources, or
reverse).
