the phenomenon in which carbon emissions reductions in one country lead to
carbon emissions increases in another country. Primary causes for
carbon leakage include the re-location of production operations from one
carbon restrictive economy to a lesser carbon restrictive one, and the
boom in certain industries in lesser carbon restrictive economies to make
up for product or service supply shortfalls caused by carbon restrictive
policies in the global economy.
